I am sure that I do not understand the Japanese numbering system, but A. says it is not sure it is the case that it is just a jumble (with plots getting numbers when they apply) with no seuquential system. In some places it might be like that but in a lot of places the plots are divided up and given their numbers from the outset. There is a certain logic to it, though it makes it hard for strangers to find things.
